Ryan Little
President
Atrio Consulting Group’s President, Ryan Little, brings a wide range of political, policy, oversight, communications and federal agency expertise and experience from his time working on and around Capitol Hill. Ryan began his career in the U.S. House of Representatives in 2009 and held over half a dozen positions for two different committee chairs until he left government service and formed Atrio Consulting in 2017.
Since then, Ryan has successfully advised and represented his clients on a wide array of issues and initiatives before the House, Senate and Executive Branch. From homeland security, defense, uncrewed aircraft systems and law enforcement to appropriations, health care and labor matters, Ryan has built a reputation as a conscientious and resourceful utility player with the ability to tackle nearly any issue facing his clients. He leverages his background in managing a diverse set of issues and responsibilities, and combines that with his vast network of relationships on both sides of the aisle to further his clients’ interests.
During the course of his career as a Congressional staffer, Ryan demonstrated his versatility by achieving successes in not only the policy and legislative arena, but also in prominent Congressional oversight initiatives and investigations. Ryan’s tenure in the House included holding multiple senior staff positions on the Majority Staff for the Committee on Oversight and Government Reform. In these roles, Ryan was a senior liaison between the Committee and its Members, House Leadership, House Committees, rank and file House and Senate offices, and private sector stakeholders regarding the Committee’s investigations, oversight initiatives and legislative priorities. These priorities included key issues related to federal government-wide workforce, contracting, and information technology matters, as well as postal reform. In addition, Ryan provided strategic advice and counsel related to the Oversight Committee’s overall political, procedural and communications strategies. As part of this work, Ryan helped develop, drive and staff many high-profile investigations and oversight inquiries into numerous federal agencies, as well as Committee activities examining the Flint, Michigan Water Crisis and the rising prices of prescription drugs.
Prior to joining the Committee staff in 2015, Ryan worked as a senior aide developing and managing oversight and policy matters related to the Oversight Committee, including for the Subcommittee on National Security. The Subcommittee’s jurisdiction and activities spanned issues pertaining to homeland security, law enforcement, defense and foreign operations. Additionally, Ryan was responsible for legislation and oversight pertaining specifically to the Department of Homeland Security (DHS) and issues before the House Committee on Homeland Security.
Ryan’s work in the House also included authoring parts of landmark legislation to reform how the federal government disposes of, leases and manages its real property assets. Ryan played a pivotal role in this bipartisan, bicameral effort, which spanned multiple Congresses and culminated in the passage of the Federal Assets Sale and Transfer Act, as well as the Federal Property Management Reform Act – both of which were signed into law in December 2016.
A native of Southern California and graduate of Virginia Polytechnic Institute and State University (Virginia Tech), Ryan is a proud husband and father.
